The administrator is a natural or legal person exercising control over the providing of the benchmark. The administrator is the principle addressee of the Benchmarking Regulation due to their role in the process of calculating the benchmark. The providing of the Benchmark consists of managing the mechanisms for determining the benchmark, the collection, analysis and processing of input data as well as the calculation of the benchmark.

Der Administrator ist eine natürliche oder juristische Person, die die Kontrolle über die Bereitstellung des Referenzwertes ausübt. Er ist aufgrund seiner Stellung im Referenzwerte-Erstellungsprozess, der Hauptadressat der Referenzwerte-Verordnung. Die Bereitstellung des Referenzwertes umfasst dabei insbesondere die Verwaltung der Mechanismen zur Bestimmung des Referenzwerts, die Erhebung, Analyse und Verarbeitung von Eingabedaten sowie die Berechnung des Referenzwertes.
