The European Securities and Markets Authority (ESMA) was established with effect from January 2011 by Regulation (EU) No 1095/2010 as the successor to the CESR committee and forms part of the European System of Financial Supervision (ESFS). Its objectives are investor protection and the integrity, transparency and orderly functioning of securities markets. It drafts technical standards, guidelines and opinions for the single rulebook, promotes convergence of supervisory practice and directly supervises credit rating agencies and trade repositories, with corresponding supervisory and sanctioning powers.

Die Europäische Wertpapier- und Marktaufsichtsbehörde (ESMA) wurde per Januar 2011 mit der Verordnung (EU) Nr. 1095/2010 als Nachfolgerin des Ausschusses CESR errichtet und ist Teil des Europäischen Finanzaufsichtssystems (ESFS). Ihre Ziele sind Anlegerschutz sowie Integrität, Transparenz und Funktionsfähigkeit der Wertpapiermärkte. Sie erarbeitet technische Standards, Leitlinien und Stellungnahmen zum einheitlichen europäischen Regelwerk, fördert die Angleichung der Aufsichtspraxis und beaufsichtigt Ratingagenturen und Transaktionsregister direkt, mit entsprechenden Aufsichts- und Sanktionsbefugnissen.
