Self-administration in the broadest sense is the organisational regulation that state matters arising from the independent life of sociologically determinable groups in the state are to be legally decided by members of the respective group, if possible, with regard to this independent life.

Die Selbstverwaltung i. w. S. ist die organisatorische Regelung, dass staatliche Angelegenheiten, die aus dem Eigenleben soziologisch zu bestimmender Gruppen im Staate entstehen, mit Rücksicht auf dieses Eigenleben möglichst durch Angehörige der betreffenden Gruppe rechtlich entschieden werden soll.
