The materials of the law are preliminary drafts, minutes of the deliberations in the commissions and in Parliament itself. The materials do not express the will of the legislator, nor the will of the law, and therefore they have no binding force for interpretation. They are to be regarded as mere aids to interpretation.

Die Materialien des Gesetzes sind Vorentwürfe, Protokolle der Beratungen in den Kommissionen und im Parlament selbst. Die Materialien bringen weder den Willen des Gesetzgebers, noch den Willen des Gesetzes zum Ausdruck und es kommt ihnen daher für die Auslegung keinerlei verbindliche Kraft zu. Sie sind als reine Auslegungshilfe zu betrachten.
