Publicity is an intensive degree of disclosure of certain events, and it is only quantitatively the mechanical transmission of knowledge of facts, without regard to the question whether the transmitting event lacks a substantive legal background or whether the truth of the facts underlying the transmission is guaranteed.

Publizität ist intensiver Grad der Offenkundigkeit gewisser Vorgänge, und zwar lediglich quantitativ die mechanische Übermittelung der Kenntnis von Tatsachen ohne Rücksicht auf die Frage, ob qualitativ der übermittelnde Vorgang des materiellen rechtlichen Hintergrundes entbehrt oder ob die Wahrheit der der Übermittlung zugrunde liegenden Tatsachen garantiert wird.
