The authorisation (permit) is a conditionally unilateral decision. The necessary prerequisite for its legally valid issue is the application of the recipient of the disposal. According to its content, the permit is an exemption from a general legal requirement or prohibition that is effective in the individual case.

Die Bewilligung (Erlaubnis) ist eine bedingt einseitige Verfügung. Notwendige Voraussetzung für ihren rechtsgültigen Erlass ist der Antrag des Verfügungsempfängers. Ihrem Inhalte nach ist die Bewilligung eine für den Einzelfall wirksame Befreiung von einem allgemeinen rechtlichen Gebot oder Verbot.
