(Pure) democracy is characterized by the fact that the assembled people, through popular decisions, make the highest state will. In representative democracy, on the other hand, the people renounce the exercise of these rights and elect parliament to act as their political representation.

Die (reine) Demokratie ist dadurch gekennzeichnet, dass das versammelte Volk durch Volksbeschlüsse den höchsten Staatswillen fasst. In der repräsentativen Demokratie dagegen verzichtet das Volk auf die Ausübung dieser Rechte und wählt für ihre Betätigung als seine politische Repräsentation das Parlament.
