The NRLA is the largest construction project in recent Swiss economic history. Approved by the people in 1992, it comprises the base tunnels at the Lötschberg (2007), the Gotthard (2016, 57 kilometres, the longest railway tunnel in the world) and the Ceneri (2020). It serves to shift trans-Alpine freight from road to rail, as required by the Alpine Initiative adopted in 1994 and enshrined in Art. 84 of the Constitution. It was financed through the fund for major railway projects, fed by the performance-related heavy vehicle charge.

Die NEAT ist das grösste Bauwerk der jüngeren Schweizer Wirtschaftsgeschichte. 1992 vom Volk beschlossen, umfasst sie die Basistunnel am Lötschberg (2007), am Gotthard (2016, 57 Kilometer, längster Eisenbahntunnel der Welt) und am Ceneri (2020). Sie dient der Verlagerung des alpenquerenden Güterverkehrs von der Strasse auf die Schiene, wie sie die 1994 angenommene Alpeninitiative in Art. 84 BV verlangt. Finanziert wurde sie über den Fonds für den Eisenbahn-Grossprojekte, gespeist aus der leistungsabhängigen Schwerverkehrsabgabe.
