The police are the branch of the administration which, in accordance with their duties, are obliged to take the necessary measures to ward off dangers to public safety or order from the general public or from the individual; they are the administration which, by means of coercive force, is responsible for maintaining public order, peace, security and morality.

Die Polizei ist derjenige Zweig der Verwaltung, der nach pflichtgemässem Ermessen die notwendigen Massnahmen zu treffen hat, um von der Allgemeinheit oder dem Einzelnen Gefahren abzuwehren, durch welche die öffentliche Sicherheit oder Ordnung bedroht ist; sie ist die auf Zwangsgewalt eingestellte Verwaltung zur Wahrung der öffentlichen Ordnung, Ruhe, Sicherheit und Sittlichkeit.
