The referendum is the democratic constitutional institution by virtue of which the people, i.e. all citizens entitled to vote über, vote on the decisions of the legislative authority, whether by right or at the request of a number of citizens or an authority.

Das Referendum ist die demokratische staatsrechtliche Einrichtung, kraft welcher das Volk, das heisst die Gesamtheit der stimmberechtigten Bürger über die Beschlüsse der gesetzgebenden Behörde abstimmt, sei es von Rechts wegen, sei es auf Begehren einer Anzahl Bürger oder einer Behörde.
