Put to the vote in 1970, the popular initiative against foreign infiltration launched by National Councillor James Schwarzenbach demanded that the proportion of foreigners in every canton be capped at 10 per cent, which would have meant expelling some 300,000 people. It was narrowly rejected by 54 per cent, with a turnout of 74 per cent that was extraordinary for the time. The initiative marks the beginning of the modern migration debate, led to quotas on immigration and showed how heavily the economy depended on foreign labour.

Die 1970 zur Abstimmung gelangte Volksinitiative gegen die Überfremdung des Nationalrats James Schwarzenbach verlangte, den Ausländeranteil in jedem Kanton auf 10 Prozent zu begrenzen, was die Ausweisung von rund 300 000 Menschen bedeutet hätte. Sie wurde mit 54 Prozent knapp verworfen, bei einer für die Zeit ausserordentlichen Stimmbeteiligung von 74 Prozent. Die Initiative markiert den Beginn der modernen Migrationsdebatte, führte zur Kontingentierung der Zuwanderung und zeigte, wie stark die Wirtschaft von ausländischen Arbeitskräften abhing.
