Seasonal worker statute

From 1934 to 2002 the seasonal worker statute governed the admission of foreign labour for at most nine months a year, chiefly in construction, agriculture and hospitality. The seasonal worker could neither change employer nor bring in his family; only after several seasons could the permit be converted into an annual one. The statute gave the economy a labour reserve that cushioned the business cycle, but it was sharply criticised for separating families and was abolished with the agreement on free movement of persons.

Das Saisonnierstatut regelte von 1934 bis 2002 die Zulassung ausländischer Arbeitskräfte für höchstens neun Monate pro Jahr, vorab im Bau, in der Landwirtschaft und im Gastgewerbe. Der Saisonnier durfte weder die Stelle wechseln noch die Familie nachziehen; erst nach mehreren Saisons war die Umwandlung in eine Jahresbewilligung möglich. Das Statut sicherte der Wirtschaft ein konjunkturell abfederndes Arbeitskräftereservoir, wurde aber wegen der Trennung von Familien scharf kritisiert und mit dem Freizügigkeitsabkommen abgeschafft.
