Transactional leadership rests on an exchange relationship: the leader agrees objectives, monitors their attainment and attaches reward or sanction to the result. Its central elements are contingent reward and management by exception, that is, intervening only when deviations occur. The style secures reliable performance in stable conditions but taps no intrinsic motivation. Bass sees it not as an opposite but as the necessary base on which transformational leadership builds.

Transaktionale Führung beruht auf einem Austauschverhältnis: Die Führungskraft vereinbart Ziele, kontrolliert die Zielerreichung und knüpft Belohnung oder Sanktion daran. Zentrale Elemente sind die bedingte Belohnung und das Management by Exception, also das Eingreifen erst bei Abweichungen. Der Stil sichert verlässliche Leistung in stabilen Verhältnissen, schöpft aber keine intrinsische Motivation. Bass sieht ihn nicht als Gegensatz, sondern als notwendige Basis, auf der transformationale Führung aufbaut.
