Die Behörde ist ein ständiges Organ, welches dazu berufen ist, unter öffentlicher Autorität nach eigenem Ermessen für die Herbeiführung der Zwecke des Staates tätig zu sein. Im Mittelpunkt hat die behördliche Funktion und nicht die individuelle Person in Form des Behördenvertreters zu stehen.
