Regulatory sandbox

The sandbox is a licence-free space for innovation: anyone accepting public deposits of at most one million francs who neither invests them nor pays interest, and who informs depositors in advance that there is no supervision, is not regarded as a bank operating commercially. The rule has existed since 2017 and was clarified in 2019. It allows young companies to test a business model before applying for a fintech or banking licence. Once the threshold is exceeded, a licence must be obtained within a short period.

Die Sandbox ist ein bewilligungsfreier Innovationsraum: Wer Publikumseinlagen von höchstens einer Million Franken entgegennimmt, sie weder anlegt noch verzinst und die Einleger vorgängig über das Fehlen einer Aufsicht informiert, gilt nicht als gewerbsmässig tätige Bank. Die Regelung besteht seit 2017 und wurde 2019 präzisiert. Sie erlaubt jungen Unternehmen, ein Geschäftsmodell zu erproben, bevor sie eine Fintech- oder Bankbewilligung beantragen. Wird die Schwelle überschritten, ist die Bewilligung innert kurzer Frist einzuholen.
